My silent regen noise mod causes ear rape on local servers?

I've tried a vpk and a silent audio file. Both work for a short while but end up causing unbearable screeching.

Is there a file that wont do this or can I somehow stop this from happening. I already have sv_pure 0 in my autoexec.
