How to get /spook command in offline servers?

I know the command !spook is available on Tempus servers and I was wondering if there was a way to get the command in offline servers because I like being a skeleton and but have bad internet.

Unzip and drop the whole addons folder into your \tf folder, and then add the launch option to start tf2 in insecure mode. There's also some other common plugins like speedo, regen, and tas in there as well.
