I'm pretty sure you can replace the mp3 with like a blank file if you find it. I think deleting it just causes it to be redownloaded?

Gotta disable Steam Cloud sync for tf2 if you do that. Idk how that exactly works but I'd be surprised if this works online.

Here you go. This is afterglows nosound cfg which replaces soldier and demo pain sounds.
I just converted the folder into a vpk and put it in a zip. Just open it and drag the vpk into your tf\custom folder.
