little update to concs

heyho,

i fixed an exploit in the conc plugin, where people could throw a conc then switch class to get the concboost as a different class, kickstarting their runs
now, whenever you switch class to anything but the medic the concs are removed

*edit: and at the request of AI i made any and all spam in server console hidden (unlocked via sm_conc_debug 1)

Nooooo the exploit I used to cheat 4starters d5 back on jumpiT is gone!!!

But actually happy this exploit got fixed if it was the main reason why conc was removed from tempus
