I think theres 2 type of tempus player:
1 who sees tempus as a competitive speedrun leaderboard, where you compete against everyody and see how you rank up in the world, similar to any other game's speedrun leaderboad. For them, wiping is completly stupid since the leaderboard loses his competitve aspect and it just make no sense. It just becomes a leaderboard of some player, but if you wanna know really how you rank up you have to ask around to know what is the real wr (aka dumb).
The other type is someone who sees tempus as its own game. You rank up (lvl up) by playing different maps (lvl in the game) and getting better score (time) on each of them. Once you reach a point where you cant lvl up anymore, you start over. Like on any other game, once you finish it, if you still enjoy it, you wanna keep playing so you start over. Now since alting isnt allowed, people wipe to do the exact same thing
I believe Tempus was created to be a competitive speedrunning server, and since its the only one out there, it quickly became the official leaderboard for jumping. Like Scotch said, adding any sort of "punishment" to someone wiping would probably make people use alts, wich is worse.
The only solution would probably be to create an online leaderboard with all times saved for ever (:
